 Is it possible to import  translation from a resX file in VCL delphi project?

 No because the context is resx does not match Delphi's context.

Export data from resx to TMX and import that TMX to delphi

1) Create a project that contains original .resx

2) Import translated resx there

3) Export that to TMX (File | Export)

4) Import the TMX to Delphi project

 Or you can save .resx project to translation memory and then reuse the translations in the Delphi project
